you know those popups... lol, well they have tonnes of blinking...

I guess none of them can afford the billions in compensation that they would have to pay because of all of the people hospitalized as a result of blinking text. By not providing an easy method to make text blink they can let the page owner be the one to pay the compensation.

It has never been a part of the standards because that is a presentational aspect not a content aspect and should therefore be done using stylesheet commands. If blink had been part of the standards it would have been deprecated long ago because so many people find it annoying and others have actually ended up in hospital just because of one blinking word. Using it is a good way to drive people away from your site.
