I would like to have Category for my news. User should create category with support of PHP and it will be shown on form for news this new category.

As user will have possibility to add new categories and also Sub category, how to do it? Sub categories should be shown with indentation.

Is Javascript the best solution or there is some software to build drop down menu?

You will have to write the menu items with php into the css and everything should work out fine.
