It features a three-tiered approach: 1) Content is stored in databases (which you get a WYSIWYG article editor with it); 2) Site markup is entirely controlled by Smarty templates; and 3) The site design is entirely controlled by CSS.
Although I have to admit, it's not for the weekend publisher.
