Stationary layer code?

hey…i think this is my first or 2nd post. sweet! this place looks like a great place to find info.

anyway, I need the code to make a layer (i’m using dreamweaver btw) stationary, i dont want it to change size when i type. I want the txt to go down and a scroll bar to come up eventually when the txt exceeds the layers space…i searched around and cant find it….ALSO, i want to m ake my background stationary as well, when i scroll down it moves, i want the page not the bg to move. make sense? any help would be grand! thanks!
