You could just invest in a good readable PHP manual/guide to learn the language and find expert samples of using the code. And a very good IDE to compose your code and see highlighting and error checking(!) to make your development process more friendly. Then a good install of php, apache and a database to make your laptop environment practical and problem-free.
As you try and expand your skills and your adventure takes you into more client-related stuff you can pick up a jquery manual/guide. A good SQL reference will be essential as you learn to write good query statements.
This is the bare-bones approach. You could take the path that others seem to be pointing you to, but that's a lot of learning - as in installing, configuring, getting accustomed to, handling updates, etc. - for someone who may only want to learn how to write good php code/apps.
Anyway, you probably want to choose one editor that has PHP syntax highlighting and checking. You'll want some way to test things locally with a web server and database, so you might want to use a installer like wampserver or xampp, or dive into Docker containers if you're feeling adventurous. The only other thing you need is an internet connection, so that you can access php.net and do web searches for questions/issues you have.
