The search engines algorithms and crawls are getting smarter. It would not surprise me if there was a check that would flag a site if it suddenly received a large quantity of backlinks that are low quality (the kind you get from spamming).

Yes, creating too many backlinks with-in a short period of time or even many backlinks from single domain will be considered as Black Hat SEO which will create problem for your website.

No it's not. Getting as many backlinks as possible is necessary to promote your website. However, please be cautious to use manual methods only in doing white hat SEO and make sure the links came from a high authority site.
